STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY THE DELEGATION OF URUGUAY AT THE THIRD INFORMAL DIALOGUE ON THE REVITALIZATION OF THE WORK OF THE SECOND COMMITTEE (New York, 26 March 2026) |
Mr. Chairman,
Distinguished colleagues,
I have the honor to deliver this statement on behalf of the Group of 77 and China.
At the outset, I would like to thank you, Mr. Chairman, and the Bureau of the Second Committee, for convening this third dialogue on the Revitalization process of the Second Committee, in particular to exchange views on draft resolutions, including number of resolutions and length of drafts; conduct of informal consultations; periodicity of agenda items and reports of the Secretary-General.
In that sense, the Group of 77 and China would like to share the following comments:
Regarding the Draft resolutions, including number of resolutions and length of drafts and their periodicity:
The Group would like to highlight the following:
- We should uphold the sovereign right of delegations to table resolutions.
- We would encourage that resolutions should be concise while recognizing that there is no one size fit all approach.
- We should recognize the prerogative of the proponents in adjusting recurring resolutions, and in this regard, invites proponents of resolutions to consider adjusting the periodicity on a case by case basis.
- We can consider having dedicated discussions on possible adjustments on a case by case basis. We would like to note, however, that the zero draft decision should not include any proposal by the bureau for adjusting periodicity or merger of resolutions or reports unless a proponent has already consented to it.
- We emphasize that that the exercise of reviewing the periodicity of second committee resolutions should not be duplicated in the UN80 process.
- Finally, we stress that resolutions should focus on dealing with contemporary developments while upholding developmental narratives.
Regarding the conduct of informal consultations:
- We should maaintain an open, transparent, inclusive and text-based line by line negotiations.
- We should provide a regular and predictable schedule of informal consultations, and sufficient time between informal consultations to allow Groups and delegations to consult.
- We may consider clarifying existing practice regarding PBI, including the fact that budgetary implications remain the purview of the Fifth Committee. PBI should not be used in a manner that constrains the inclusion of substantive and action-oriented elements in the draft resolutions.
Regarding the Reports of the Secretary-General:
1. For reports on recurring resolutions, this should be dealt with on a case-by-case basis along with the periodicity of the resolutions. The review should also ensure the thematic alignment of resolutions with the specific mandates of the committee.
2. For reports on new resolutions, member states may consider coming up with guidelines on mandating reports for new resolutions. At the same time, the sovereign prerogative of member states to table resolutions cannot be diluted.
3. Finally, reports should be more concise, analytical and forward-looking reports that directly support the work of the Second Committee. Reports should avoid repetition and descriptive compilations. Streamlined reports of reasonable length, with sharper analysis and actionable guidance, will significantly enhance the member states' ability to negotiate on focused, impactful resolutions.
Mr. Chair,
The Group of 77 and China reiterates its commitment to engaging fully and constructively in ensuring that the work of the Second Committee is efficient and effective, with greater impact and relevance to its intended purpose. The Group will provide an elements papers to inform the zero draft decision in the established deadline.
