STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA DURING THE INFORMAL CONSULTATIONS ON THE INTERGOVERNMENTAL PROCESS ON BEYOND GDP, INCLUDING THE CO-CHAIRS OF THE HIGH-LEVEL EXPERT GROUP (New York, 22 June 2026) |

Co-chairs of the High-level Expert Group,
Dear colleagues,
I have the honour to deliver this statement on behalf of the Group of 77 and China.
At the outset, the Group reiterates its appreciation to the High-Level Expert Group for its work to develop a framework on measures of progress on sustainable development to complement and go beyond gross domestic product. These measurements should reflect progress on the social, economic and environmental dimensions of sustainable development.
The Group wishes to advise that respective governments are still exploring the recommendations contained in the report for country-owned and universally applicable indicators of sustainable development, that complement and go beyond gross domestic product and their related implications.
At the same time, the Group wishes to pose the following preliminary questions:
1. How does the report ensure that Beyond GDP metrics complement developing countries' efforts to eradicate poverty and achieve sustained economic growth?
2. What measures are proposed to strengthen developing countries' statistical and data capacities so that the production of the indicators contained in the report does not place disproportionate burdens on national statistical systems?
3. What role can Beyond GDP metrics play in informing access to concessional finance and technical cooperation for developing countries?
As we look toward the intergovernmental process, the Group takes note of the informal consultation to be convened on 29 June 2026 and in this regard wishes to seek further information on the way forward for this process.
The Group once again reaffirms its commitment to exploring metrics for measuring progress in sustainable development that complement or go beyond GDP to help us all advance the three dimensions of sustainable development.
