On behalf of the Group of 77 and China, I would like to inform you that the Group is flexible on the way forward to finalize the draft Bangkok Declaration for the forthcoming 11th Crime Congress. The Group welcomes the efforts and work undertaken by the Informal Group of Friends of the Thai Chair. At the same time, the G-77 and China is of the view that the informal group has completed its work. However, if the Commission decides to have another Group to look at the comments received from Member States on the draft Bangkok Declaration, the G-77 and China is of the view that it should be a formal open-ended Working Group.
In this regard, the Group stresses the importance of upholding the principle of "nothing is agreed until everything is agreed". Therefore, if the Commission decides to have another discussion on the draft Bangkok Declaration based on comments from Member States, the impression should not be created that the outcome of the Working Group could not be reopened in Bangkok.
