Subcontractor: Same as above.
Priority area: Environment.
Participating/beneficiary countries: 4 countries (Argentina, Brazil, Paraguay and Uruguay).
PGTF input: US$25,000.
Other inputs: US$30,000.
Number: INT/19/K13.
Duration: Eighteen (18) months
Approval: 42nd Annual Ministerial Meeting of the Group of 77 (New York, 27 September 2018)
Completion: Final report submitted on 19 June 2025.
Impact:The project advanced the understanding and promotion of green fiscal instruments across Latin America, with active participation from Argentina, Brazil, Paraguay, and Uruguay. Through case studies, policy analysis, and high-level regional dialogues, the project identified fiscal tools to address natural capital depletion and climate-related liabilities, contributing to the design of more sustainable tax policies aligned with Nationally Determined Contributions (NDCs). It fostered South-South peer learning by generating and disseminating key research outputs, including working papers and a concept note, and by facilitating engagement with policymakers through major platforms such as the BAPA+40 Conference and regional webinars. Despite challenges posed by the COVID-19 pandemic, the project built momentum for an informal network of committed Latin American countries to exchange experiences and promote green fiscal reforms. By aligning tax and competitiveness strategies with environmental goals, the project enhanced regional capacity to meet international climate commitments while reinforcing South-South cooperation on sustainable development policy innovation.
