STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR ABDULLA MOHAMMED ALSAIDI, HEAD OF DELEGATION OF THE REPUBLIC OF YEMEN, AT THE CLOSING PLENARY OF THE FOURTEENTH SESSION OF THE AD HOC WORKING GROUP UNDER THE KYOTO PROTOCOL (AWG-KP 14) OF THE UN FRAMEWORK CONVENTION ON CLIMATE CHANGE (Tianjin, China, 9 October 2010)

Mr. Chairman

1. I have the honor to deliver this statement on behalf of the Group of 77 and China.

Mr. Chairman,

2. The Group notes that discussions on scale of emission reductions in aggregate as well as individual or joint contributions of Annex I Parties have been delayed through the inability to resolve once and for all an array of technical issues. In this context, we appeal to our partners: it is now time to translate discussions into aggregate and individual amount and specific quantified emission reduction commitments for Annex I Parties in the second commitment period, rather than to further delay by referring to preconditions or subjects far from the mandate and work programme of the AWG-KP.

3. As the Group indicated in its opening statement, that the continuity of the Kyoto Protocol is an essential and basic element for the future of the climate change regime. We need to avoid a gap between commitment periods. Any gap between the first and second commitment periods would have extremely serious consequences for the Mother Earth and humanity.

4. Mr. Chairman, the definition of new quantified emission reduction commitments for Annex I parties under the KP is a legal obligation that must be met and is a cornerstone of the Cancún outcome as a whole. In this regard, the group insists and will not compromise on the second commitment period by annex I parties, which must start in 2013 until 2017 on the basis of 1990.

5. The Group reiterates its serious concern in the slow progress on the AWG-KP negotiations. Mr. Chair, Our talks in Cancun can succeed only if there is a clear commitment from Annex I Parties to meet their legal obligations in the two tracks. KP track must lead the way in reaching the outcome at Cancun.

6. It is imperative to strengthen the global effort to address the challenge of climate change. Therefore, it is essential to have balance between the two tracks, with all Annex I Parties showing leadership through ambitious reduction commitments. There is an urgent need for progress in the KP negotiation process and the insufficient level of ambition expressed in the current pledges of Annex I parties is an obstacle we must overcome.
  
7. We have every confidence that our partners will soon show the real leadership urgently needed, in order to ensure that the AWG-KP delivers the results of its work pursuant to decision 1/CMP.1 for adoption by the CMP at its sixth session.
