STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY MR. WALEED AL-SHAHARI, PERMANENT MISSION OF THE REPUBLIC OF YEMEN TO THE UNITED NATIONS, ON AGENDA ITEM 129: PROGRAMME BUDGET FOR THE BIENNIUM 2010-2011, REVISED ESTIMATES RESULTING FROM RESOLUTIONS AND DECISIONS ADOPTED BY THE ECOSOC AT ITS SUBSTANTIVE SESSION OF 2010; AND THE INCREASE IN THE MEMBERSHIP OF THE COMMITTEE ON THE RIGHTS OF PERSONS WITH DISABILITIES, AT THE FIFTH COMMITTEE DURING THE MAIN PART OF SIXTY-FIFTH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY (New York, 20 October 2010) |
Mr. Chairman,
1. I have the honour to speak on behalf of the Group of 77 and China on agenda item 129: Programme budget for the Biennium 2010-2011 - revised estimates resulting from resolutions and decisions adopted by the ECOSOC at its substantive session of 2010; and the increase in the membership of the Committee on the Rights of Persons with Disabilities.
2. The Group of 77 and China would like to thank the Secretariat for the introduction of the relevant reports under this agenda item. The Group would also like to thank the Chairperson of the ACABQ for introducing the related reports of the Advisory Committee.
Mr. Chairman,
3. The Group of 77 and China emphasizes that all mandates approved by all intergovernmental organs of the United Nations, in particular those related to development activities, must receive predictable and adequate funding. We stress the importance of ensuring that the Organization has the necessary resources and capacity to deliver on mandates of all three main pillars: peace and security, human rights and development.
4. In this regard, the Group supports the provision of the necessary resources to finance the resolutions and decisions adopted by the Economic and Social Council (ECOSOC) at its substantive session, in this particular case the additional requirements related to the extension of the mandate of the Ad Hoc Advisory Group on Haiti, and the realignment of the functions of the United Nations Office on Drugs and Crime (UNODC). We further support the provision of the additional budgetary requirements resulting from the increase in the membership, by six members, of the Committee on the Rights of Persons with Disabilities.
I thank you, Mr. Chairman.
