STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR ABDULLA M. ALSAIDI, HEAD OF DELEGATION OF THE REPUBLIC OF YEMEN, AT THE OPENING PLENARY OF THE 33RD SESSION OF THE SUBSIDIARY BODY FOR SCIENTIFIC AND TECHNOLOGICAL ADVICE (SBSTA 33) (Cancun, Mexico, 30 November 2010)

Mr. Chairman,

1. I have the honour to deliver this statement on behalf of the Group of 77 and China.

2. The Group of 77 and China notes the limited progress made in implementing activities under the Nairobi Work Programme on impacts, vulnerability and adaptation to climate change. The Group, in a Party-driven manner, will like to consider action-oriented outcomes of the Nairobi Work Programme that contribute to improving the developing countries' ability to undertake practical adaptation actions.

3. We believe that the objective and scope of this work program must be evaluated in light of the objective set in decision 2/CP.11. We need to go beyond workshops, for it is important to have a timely support for an effective implementation of adaptation actions.

4. The group also urges SBSTA to determine actions on technology from the report prepared by the secretariat in order to enrich the discussion under AWG-LCA and to strengthen the linkages with technology issues under AWG-LCA.

5. With regard to SABSTA agenda item No 6, Research and Systematic Observation, we demand a specific decision to build and/or enhance national and regional climate centres, as well as a decision to strengthen systematic observation network of climate change on the different regions of developing countries.

6. The Group urges international organizations to enhance the coordination of actions to avoid duplication of efforts and resources. Furthermore, we look forward for more country-driven interaction between Parties and those organizations. We would also like to highlight the importance of the programme as one source of relevant knowledge that should feed the ongoing work on adaptation under the AWG-LCA.

7. We are fully aware of the time limitations and that this SBSTA session will be quite short; however, we expect more efficient allocation of time and constructive engagement in discussion with our partners to achieve real progress on all issues under the SBSTA. In this context Mr. Chairman, the Group of 77 and China reiterates its commitment to continue to be engaged in all discussions under the SBSTA during this session as well as future sessions.
