STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR ABDULLA M. ALSAIDI, HEAD OF DELEGATION OF THE REPUBLIC OF YEMEN, AT THE OPENING PLENARY OF THE 33RD SESSION OF THE SUBSIDIARY BODY FOR IMPLEMENTATION (SBI) (Cancun, Mexico, 30 November 2010)

Mr. Chairman,

1. I have the honour to deliver this statement on behalf of the Group of 77 and China.

2. The Group of 77 and China would like to assure you moreover of our full support and cooperation.

3. The Group, Mr. Chairman, was constructively engaged in the work of last session in June and, therefore, has shown flexibility in many issues with the aim of achieving progress.

4. With regard to SBI agenda Item No. 3, National communications and greenhouse gas inventory data from Parties included in Annex I of the Convention, we find ,in a chronological analysis of reported inventories of greenhouse gases in the countries included in Annex I of the UNFCCC, repeated and progressive technical reports, tables and figures that show unequivocal evidence of an increase in greenhouse gas emission by the Annex 1 parties that are not parties with economies in transition.

5. The SBI, in accordance with Article 10.1 and 10.2 of the Convention, has a mandate to complete the assessment and review of the effective implementation of the Convention in order to assist the Conference of the Parties in the preparation and implementation of its decisions. The Group of 77 and China expects that in the Thirty-third session of the SBI a report will be developed with an aim of ensuring compliance of commitments to reducing GHG emissions by developed countries.

6. As we indicated earlier, the Group would like to emphasize that the difficulties faced by developing country parties in terms of lack of technical and financial support to enable them to prepare their national communications. Predictability of funding and the provision of the agreed full costs for the preparation of National Communications from Non-Annex I Parties are crucial. We also urge Annex 1 parties to reveal or make available in their national communications the level of improvement, or lack of, emissions reductions.

Although, little progress has achieved during the last session in June on the implementation of decision 1/CP10 which has been a big concern for the group for many years, the group in this session, will continue its involvement, looking forward to progressive and serious consideration of its submissions, views and concrete proposals on different elements towards the implementation of decision 1/CP10. in order to meet adaptation needs of the developing countries.

8. In relation to SBI agenda item No 8, Development and transfer of technology, we emphasize that the climate change requires scaling up of development and transfer of technology for adaptation and mitigation by the developed countries. It is important to clarify that this support should be funded by public resources of developed countries and that synergies with the private sector would be complementary.

9. The Group would like to underline the fact that developing countries continue to suffer from the adverse impacts of climate change. As we deliberate on the future of the financial architecture of the Convention, there is a lack of inflow of capital to the Special Climate Change Fund and the Least-developed Countries Fund, bearing in mind the fact that these funds are under-funded to begin with. Therefore, we call for more contributions to these funds, in particular for the latter, to assist developing countries to deal with the adverse impacts of climate change. In this context, we encourage our partners to show flexibility and commitment towards the adaptation needs of the developing countries, specially LDCs and SIDs, and to treat adaptation in an equal manner exactly as the case for mitigation.

Although, parties could not come to a clear outcome on the review of the Adaptation Fund during the last session as it was envisaged, the group of 77 and China will continue to constructively engage in this session to build on the steps that have already been undertaken so far with an aim of providing direct access of funds to developing countries.

11. The group would like to highlight the fact that the time available for contact groups and informal consultations will be very limited given that four bodies will be meeting during this sessional period. The G77 and China, therefore, requests the secretariat not to schedule parallel meetings in order to allow for effective participation by small delegations from developing countries.

12. The Group of 77 and China would like to assure you that it will continue to work constructively with you and our partners to make concrete progress during this session in order to achieve a real deliverable outcome in Cancun and to achieve the objectives of the convention and its Protocol.
