STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY AMBASSADOR JORGE ARGüELLO, PERMANENT REPRESENTATIVE OF ARGENTINA TO THE UNITED NATIONS AND CHAIRMAN OF THE GROUP OF 77, INTRODUCING THE DRAFT RESOLUTION ON THE "NEW PARTNERSHIP FOR AFRICA'S DEVELOPMENT: PROGRESS IN IMPLEMENTATION AND INTERNATIONAL SUPPORT" (A/65/L.69/REV.1) IN THE PLENARY OF THE UN GENERAL ASSEMBLY (New York, 22 June 2011) |
Mr. President,
1. I have the honour to introduce, on behalf of the Group of 77 and China, the draft resolution on the "New Partnership for Africa's Development: Progress in implementation and international support", contained in document A/65/L.69 Rev.1, under Agenda item 62 (a).
2. The Group would like to thank the following countries which have joined the list of co-sponsors: Australia, Belgium, Finland, France, Hungary, Italy, Luxembourg, Portugal, Slovenia, Spain and United Kingdom.
3. The G77 and China would also like to express its warm thanks the Delegation of Kenya -as facilitator- and the Delegation of Algeria -coordinator of G77 and China- for its expertise and competence in conducting the deliberations on this draft resolution.
Mr. President,
4. The Group reaffirms its full support for the implementation of the African Union's NEPAD, and recognizes the progress made for African countries, as well as regional and international support for the New Partnership, while acknowledging that much needs to be done in its implementation.
5. Through NEPAD, African leaders have taken ownership and leadership and transformed the content of the development agenda.
6. In that regard, we believe that the NEPAD is based on the dual principles of ownership and partnership. Africa owns, lead and manage the process. Nonetheless, African leaders recognized the critical importance of international support. The international community has pledged that support in various forums and most notably in this General Assembly in numerous resolutions.
7. At the same time, the G77 and China, also recognizes that, while economic growth is returning, there is a need to sustain the recovery, which is fragile and uneven, to face the ongoing adverse impacts of multiple crises on development and the serious challenges these impacts pose to the fight against poverty and hunger, which could further undermine the achievement of the internationally agreed development goals, including the MDGs, particularly in Africa.

8. We acknowledge the efforts made by developed countries to increase resources for development, including commitments by some developed countries to increase official development assistance.
9. In the same line, we are deeply concerned that the commitment to doubling aid to Africa by 2010 as articulated at the summit of Gleneagles was not entirely reached and in this regard the G77 and China stresses the need to make rapid progress in order to fulfill the Gleneagles and other donors' substantial commitments to increase aid through a variety of means.
10. Equally important, the Group of 77 appreciates the support that some of its members have extended to Africa through South-South and triangular cooperation programmes, bearing in mind that South-South cooperation is not a substitute but rather a complement to North-South cooperation.

11. Despite efforts in implementing NEPAD, Africa is still far from realizing the levels of support required under this partnership. While we welcome the support provided by international partners, and the United Nations in particular, much more needs to be done.
12. Finally, the Group urges the international community, especially donor countries, multilateral institutions, the private sector and civil society to generously support NEPAD.
13. For those reason, Mr. President, the G77 and China hopes that this draft resolution would be adopted during this session.
14. After consultations, we would like to present the following amendment to the operative paragraph 6 of the draft resolution: "Takes note of the Political Declaration on HIV/AIDS: Intensifying our Efforts to Eliminate HIV/AIDS, adopted at the high level meeting on HIV/AID on the 10 June 2011".
