Mr. Chairman,

1. I have the honor to speak on behalf of the Group of 77 and China.

2. Since this is stocktaking plenary of the resumed session of the 16th AWG-KP, I will be very brief in my remarks.

Mr. Chairman,

3. Only two weeks ago the Foreign Ministers of the Group of 77 reaffirmed their political commitment to the adoption of a second commitment period for the Kyoto Protocol at 35th Annual Meeting of the Ministers of Foreign Affairs of the Group of 77 in New York. In the Ministerial Declaration adopted at that meeting, the Ministers considered that appropriate treatment of mitigation, as determined in the Bali Roadmap, demands a decision on establishing the commitments of the second commitment period under the Kyoto Protocol at CMP 7 in Durban. There is also a need for developed countries to raise their level of ambition.

4. After this intense week of negotiations, the Group of 77 and China would like to reaffirm that:

- It is of the utmost importance to achieve a comprehensive, balanced and ambitious outcome in Durban in the context of sustainable development and in accordance with the provisions and principles of the Convention, in particular the principles of equity and common but differentiated responsibilities and respective capabilities. This outcome must fully achieve comprehensive results under the two tracks of the UNFCCC: the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and the Ad Hoc Working Group on Long Term Cooperative Action (AWG-LCA).

- The Group of 77 and China emphasizes that the Kyoto Protocol is a cornerstone of the climate change regime. We believe that the Kyoto Protocol is essential in enhancing the ambition of developed countries.

- In this regard, the establishment of Annex I commitments for the second commitment period of the Kyoto Protocol is the central priority for Durban. Any other result would undermine the rules-based multilateral response to climate change under the UNFCCC and cast a shadow over our shared commitment to multilateralism.

- In our road to Durban, Parties must work constructively to ensure that there is no gap between the first and the second commitment periods.

5. The Bali Road Map indicates very clearly that the LCA track has to advance in parallel with the KP track, and that is the only way we can attain the successful, comprehensive and balanced outcome that we all want in Durban.

6. Let me assure you once again that the G77 and China remains fully committed to these negotiations and will continue to support you in your efforts to ensure that Durban is a success. The Group of 77 and China would also like to reiterate the full support to the leadership of the incoming Presidency of the CMP7, South Africa.

7. At the same time, and once more, we extend our appreciation to the generosity of the people and government of Panama for the excellent and warm atmosphere they provided for our meetings.

DECLARACIÓN EN NOMBRE DEL GRUPO DE LOS 77 Y CHINA POR EL EMBAJADOR JORGE ARGÜELLO, REPRESENTANTE PERMANENTE DE LA ARGENTINA ANTE LAS NACIONES UNIDAS Y PRESIDENTE DEL G77 Y CHINA, EN EL PLENO DE EVALUACIÓN DE LA DECIMOSEXTA SESIÓN DEL GRUPO ESPECIAL DE TRABAJO SOBRE LOS NUEVOS COMPROMISOS EN EL MARCO DEL PROTOCOLO DE KYOTO (GTE-PK 16, 3 ª PARTE) (PANAMÁ, CIUDAD DE PANAMÁ, 7 DE OCTUBRE DE 2011)

Sr. Presidente,

1. Tengo el honor de hablar en nombre del Grupo de los 77 y China.

2. Dado que este es un pleno de evaluación del período reanudado de sesiones del 16 GTE-PK, voy a ser muy breve en mis comentarios.

Sr. Presidente,

3. Hace sólo dos semanas los Ministros de Relaciones Exteriores del Grupo de los 77 reafirmaron su compromiso político para la adopción de un segundo período de compromiso del Protocolo de Kyoto en la 35ª Reunión Anual de Ministros de Relaciones Exteriores del Grupo de los 77 en Nueva York. En la Declaración Ministerial adoptada en dicha reunión los Ministros consideraron que el tratamiento adecuado de la mitigación requiere, tal como fue convenido en la Hoja de Ruta de Bali, una decisión sobre el establecimiento de compromisos para el segundo período de compromiso del Protocolo de Kyoto en el CMP 7 en Durban. También es necesario que los países desarrollados aumenten su nivel de ambición.

4. Tras una intensa semana de negociaciones, el Grupo de los 77 y China desean reiterar lo siguiente:

- Es de suma importancia lograr un resultado integral, equilibrado y ambicioso en Durban en el contexto del desarrollo sostenible y de conformidad con las disposiciones y principios de la Convención, en particular los principios de equidad y responsabilidades comunes pero diferenciadas y capacidades respectivas. Dicho acuerdo debe producir resultados completos e integrales en las dos vías de la CMNUCC: el Grupo de Trabajo Especial sobre los nuevos compromisos de las Partes del anexo I con arreglo al Protocolo de Kyoto (GTE-PK) y el Grupo de Trabajo Especial sobre la cooperación a largo plazo en el marco de la Convención (GTE-CLP).

- El Grupo de los 77 y China insiste en que el Protocolo de Kyoto es una piedra angular del régimen de cambio climático. Creemos que el Protocolo de Kyoto es esencial para aumentar la ambición de los países desarrollados.

- En este sentido, el establecimiento de compromisos de las Partes del Anexo I para un segundo período de compromiso del Protocolo de Kyoto es la prioridad central de Durban. Cualquier otro resultado sería debilitar la respuesta multilateral al cambio climático basada en normas en el marco de la Convención Marco de las Naciones Unidas sobre el Cambio Climático y arrojaría sombras sobre nuestro compromiso compartido con respecto al multilateralismo.
- En nuestro camino hacia Durban, las Partes deben trabajar de manera constructiva para asegurar que no haya disparidades entre el primero y segundo períodos de compromiso.

5. La Hoja de Ruta de Bali indica muy claramente que la fase del GTE-CLP tiene que avanzar en paralelo a la del GTE-PK, la única manera de lograr el resultado exitoso, global y equilibrado que todos queremos en Durban.

6. Permítanme asegurarles una vez más que el G77 y China sigue plenamente comprometido con estas negociaciones y seguirá apoyándolo en sus esfuerzos para asegurar que Durban sea un éxito. El Grupo de los 77 y China también desea reiterar su pleno apoyo al liderazgo de Sudáfrica en la Presidencia del CMP7.

7. Del mismo modo y una vez más, expresamos nuestro agradecimiento a la generosidad del pueblo y el Gobierno de Panamá por el excelente y cálido ambiente que siempre brindaron a nuestras reuniones.
