STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA BY H.E. AMBASSADOR PETER THOMSON, PERMANENT REPRESENTATIVE OF FIJI TO THE UNITED NATIONS AND CHAIRMAN OF THE GROUP OF 77, ON THE ORGANIZATION OF WORK OF THE FIRST PART OF THE RESUMED SIXTY-SEVENTH SESSION OF THE FIFTH COMMITTEE OF THE GENERAL ASSEMBLY (New York, 4 March 2014)

Mr. Chairman,

1. I have the honor to speak on behalf of the Group of 77 and China on the organization of work of the first part of the resumed sixty-seventh session of the Fifth Committee of the General Assembly.

2. Since this is the first time that my delegation is addressing this Committee as Chair of the Group of 77, I would like to reiterate the full support and cooperation of the Group of 77 and China throughout this and next sessions. We have full confidence that under your leadership and guidance the important work entrusted to the Committee will reach a successful conclusion.

3. The Group would like to thank you and the members of the Bureau for providing us with a balanced programme of work and the status of preparedness of documentation contained in document A/C.5/67/L.21. In this regard, the Group wishes to stress the provisional nature of the programme of work and our expectation that the Bureau will amend it throughout the session to reflect the progress made in the negotiations on different items, keeping with the traditional practice in the Committee.

4. In reviewing the list of the items of the first resumed session, the Group of 77 attaches special significance to their thorough consideration and trusts that adequate time will be allocated to the various items for their effective consideration to ensure their successful conclusion. We intend to carefully examine several important items on the agenda including the following: the Senior Advisory Group report; the Review of Civilian Capacities, Procurement, Accountability System in the UN Secretariat and the JIU report. The Group will also remain committed to the discussions on the deferred items from the previous session, including Human Resources Management and Common System.

5. The Group of 77 notes with appreciation improvements on the status of the documentation for this session, but we remain concerned that important reports have been issued late and some have yet to be issued. The Group, in this regard, would like to stress the necessity of the timely issuance of all documents, in all official languages, according to the Rules of Procedure of the General Assembly. This would contribute to the effective work of the Committee and well-informed decision making.

6. In conclusion Mr. Chairman, the Group of 77 and China stands ready to engage constructively with you and all partners, in all items on the agenda of this first resumed session with the ultimate goal to find consensual solutions that will be agreeable to all.
