STATEMENT BY H.E. MR. BRUNO RODRíGUEZ PARRILLA, MINISTER OF FOREIGN AFFAIRS OF THE REPUBLIC OF CUBA, AT THE HANDOVER CEREMONY OF THE CHAIRMANSHIP OF THE GROUP OF 77 AND CHINA (New York, 12 January 2023)

Mr. Munir Akram, Permanent Representative of the Islamic Republic of Pakistan to the United Nations;

Mr. Csaba Körösi, President of the Seventy Seventh Session of the United Nations General Assembly;

Mr. António Guterres, Secretary-General of the United Nations;

Mr. Mourad Ahmia, Executive Secretary of the Group of 77 and China;

Distinguished permanent representatives and guests;

I would like to reiterate my gratitude for the support and confidence placed in Cuba to conduct the works of the Group of 77 and China during the year 2023. It will be a year of formidable challenges and complex processes that will demand a determined action from the countries of the South.

Likewise I would like to congratulate Pakistan for the successful work carried out at the helm of the Group in 2022.

I would also take this opportunity to express our gratitude to the Secretariat staff of the G-77 and China, confident that we will count on its valuable support during our chairmanship.

Excellencies;

The great challenges imposed by the current economic order on the developing world have hit their highest point during these times of health, climate, energy and food crises; escalation of geo-political tensions and renewed forms of domination and hegemony.

Unequal access to vaccines; the digital gap; the burden of the foreign debt; the structural reform of the international financial architecture; development financing flows; food insecurity; trade restrictive measures; climate financing and capacity building are not yet being fully addressed.

It is already evident that the discreet progress achieved in the implementation of the 2030 Agenda is at the risk of being reversed. We are bearing witness to an even more divided and selfish post-pandemic world.

It would be necessary to mobilize between 3.3 and 4.4 trillion dollars a year if we are to achieve the Sustainable Development Goals. Taking into account the current levels of public and private investments in sectors related to the achievement of Sustainable Development Goals, developing countries are facing, as an average, a 2.5 trillion dollars annual financing gap, and this is happening in the midst of the most serious multi-system crisis ever faced by humanity.

Developing countries have only access to 24 doses of COVID-19 vaccines per every 100 inhabitants, while the richest count on almost 150 doses per every 100 persons.

The countries of the South have seen how their foreign debt has almost doubled during the last ten years. However, they have also been the ones that had to pay approximately 379 billion dollars from their reserves to defend their currencies in 2022 -almost twice as much the amount of new Special Drawing Rights allocated to them by the International Monetary Fund.

The least developed countries only contribute 4 per cent of global greenhouse gas emissions, but have suffered 69 per cent of the deaths caused by climate-related disasters.

Our climate adaptation needs will surge to figures between 140 billion and 300 billion dollars a year by 2030. However, financing from developed countries currently account for less than one tenth of that amount.

At the same time, more than thirty measures and systems of unilateral coercive measures against developing countries continue to be fully implemented. It is a trend that far from reversing has exacerbated during the last few years.

Excellencies;

Unity is the word of order in these difficult times. Only by building consensus will we be able to move on in the implementation of our legitimate development aspirations.

From our chairmanship we commit ourselves to consolidate the unity, presence and influence of the Group in the numerous and relevant multilateral processes to take place this year. We will call for our common interests to be duly taken into account.

We will guide our works in a flexible and always constructive way in order to implement the transformative vision defended by our Group.

It will be our priority to foster international solidarity and cooperation in support of the post-pandemic recovery of our nations.

We will work to materialize cooperative projects from the South in the areas of health, biotechnology, education, the combat of climate change and the prevention of disasters, which may set an example of unity, complementarity and true political will.

We will not cease in our just claims for developed countries to honor their commitments in terms of Official Assistance for Development, climate financing and North-South Cooperation.

We will face any attempt to put on our shoulders the burden of unfulfilled promises by the most powerful nations, which allocate millions to wars, not to development.

We will promote tangible commitments in terms of financing under favorable conditions and capacity building for the countries of the South.

We will advocate for the use of science, technology and innovation as the engines of sustainable development. We will take as a starting point the expertise of the Group in these matters and promote a common road map in the face of present and future challenges.

Scientific and technological development is currently monopolized by a club of countries that own most of the patents, technologies and research centers and encourage a brain drain from our countries.

In that spirit we will convene a Summit on Science, Technology and Innovation as a premise for development and to cope with future pandemics, to be held in Havana during this year.

The South has a great potential in terms of science, technology and innovation. We should get together, complement each other and align our national capabilities to avoid being relegated in the event of future pandemics. The meeting in Havana will pursue that goal in particular: to build upon our rich wealth of expertise in this area.

With regard to climate, we will work to consolidate a sound position of the Group prior to COP 28. We will advocate for the achievement of substantive results in those areas of special interest for the Group, particularly those related to the fund for losses and damages, climate finance and adaptation.

The foreign debt, the main amount of which has already been paid several times over, has become one of the main obstacles to the development of our peoples as well as a powerful instrument to perpetuate the financial plundering and economic dependence of the countries of the South

In this regard, we will advocate for the adoption of new approaches to address the debt architecture, which can offer a fiscal space to our nations in order to invest in the post-pandemic recovery, climate action and Sustainable Development Goals; and contribute to prevent future debt crises.

We will insist on the comprehensive restructuring of the international financial governance system, currently in the hands of a few institutions that make a profit from the reserves of the South, perpetuate underdevelopment and apply junctural formulas with the purpose of replicating their modern colonialism scheme.

We will also reinforce coordination among the G77 chapters at other multilateral venues in order to identify working priorities in the light of the numerous negotiation processes that will take place in 2023.

We shall put every effort to guarantee the success of the Third South Summit, whose Declaration and Program of Action are expected to strengthen the historical heritage of the Group and pave the way for our actions in these times of huge challenges.

Excellencies;

Current times admit no hesitations or divisions. These are times to act together in the defense of our neglected claims.

The Joint Declaration of 1964 established that unity had a pride of place in the face of the basic problems of development. That unity has been the fundamental pillar of the achievements of the South throughout the last six decades.

At the threshold of our sixtieth anniversary, let us embrace the founding principles that gave life to this heterogeneous and representative group of nations. Let us work so that, upon the conclusion of this year, we can be stronger and more united.

To Cuba, that will be the best expression of a job well done. To the Group, that will be an invaluable new step down the path towards the realization of our aspirations as developing nations.

Deseo reiterar el agradecimiento por el respaldo y la confianza depositada en Cuba para liderar los trabajos del G77 más China en 2023. Será un año de grandes desafíos y complejos procesos que demandarán la acción decidida de los países del Sur.

Extiendo, asimismo, la felicitación a Pakistán, por la exitosa labor desempeñada al frente del Grupo en 2022.

Aprovecho también la oportunidad para expresar nuestra gratitud al equipo de la Secretaría del G77 más China, confiados en que contaremos con su valioso apoyo durante nuestra Presidencia.

Excelencias:

Los grandes retos que el orden económico actual ha generado para el mundo en desarrollo alcanzan su expresión más aguda en estos tiempos de crisis sanitaria, climática, energética, alimentaria, de escalada de las tensiones geopolíticas y de formas renovadas de dominación y hegemonía.

El acceso desigual a las vacunas, la brecha digital, el lastre de la deuda externa, la reforma estructural de la arquitectura financiera internacional, los flujos de financiación para el desarrollo, la inseguridad alimentaria, las medidas restrictivas del comercio, las finanzas climáticas y la creación de capacidades siguen sin abordarse hoy en toda su dimensión.

Resulta ya evidente que los discretos progresos alcanzados en la implementación de la Agenda 2030 se encuentran en riesgo de ser revertidos. Somos testigos de un mundo post pandémico más dividido y egoísta.

Es necesario movilizar entre 3.3 y 4.5 billones de dólares al año si queremos lograr los Objetivos de Desarrollo Sostenible. Al nivel actual de inversión pública y privada en los sectores relacionados con los ODS, los países en desarrollo enfrentan una brecha de financiamiento anual promedio de 2.5 billones de dólares, y ello ocurre en medio de la crisis multisistémica más grave enfrentada por la humanidad .

Los países en desarrollo cuentan con solo 24 dosis de vacunas contra la COVID-19 por cada 100 habitantes, mientras los más ricos disponen de casi 150 dosis por cada 100 personas.

Son los países del Sur los que han visto prácticamente duplicarse su deuda externa en los últimos diez años ; mientras son los mismos que han debido gastar un estimado de 379 mil millones de dólares de sus reservas para defender sus monedas en 2022, casi el doble de la cantidad de nuevos derechos especiales de giro que les asignó el Fondo Monetario Internacional .

Los países menos adelantados solo aportan el 4% de las emisiones mundiales de gases de efecto invernadero, pero han sufrido el 69% de las muertes causadas por desastres relacionados con el clima.

Nuestras necesidades para la adaptación climática se dispararán entre los 140 mil millones y 300 mil millones de dólares anuales hasta 2030. Sin embargo, el financiamiento por parte de los países desarrollados representa hoy menos de una décima parte de esa cantidad.

Paralelamente, más de una treintena de medidas y sistemas de medidas coercitivas unilaterales contra países en desarrollo continúan en pleno vigor . Es una tendencia que lejos de revertirse, se ha exacerbado en los últimos años.

Excelencias:

Unidad es la palabra de orden en estos tiempos difíciles. Solo mediante la construcción de consensos podremos avanzar hacia la realización de nuestras legítimas aspiraciones de desarrollo.

Desde nuestra Presidencia, nos comprometemos a consolidar la unidad, presencia e influencia del Grupo en los múltiples y relevantes procesos multilaterales a celebrarse este año. Defenderemos que nuestros intereses comunes sean debidamente tenidos en cuenta.

Guiaremos los trabajos de manera flexible y siempre constructiva para llevar a la práctica la visión transformadora que defiende nuestro Grupo.

Será nuestra prioridad fomentar la solidaridad y la cooperación internacionales en apoyo a la recuperación post-pandemia de nuestras naciones.

Trabajaremos por materializar proyectos de cooperación desde el Sur en el ámbito de la salud, la biotecnología, la educación, el enfrentamiento al cambio climático y la prevención de desastres, que den una lección de unidad, de complementariedad y de voluntad política real.

No cejaremos en nuestro justo reclamo a los países desarrollados de que cumplan sus compromisos de Ayuda Oficial al Desarrollo, financiación climática y Cooperación Norte-Sur.

Haremos frente a cualquier intento de poner sobre nuestros hombros las promesas incumplidas por las naciones más poderosas, que destinan montos millonarios a las guerras y no al desarrollo.

Impulsaremos compromisos tangibles en materia de financiamiento en condiciones favorables y creación de capacidades para los países del Sur.

Abogaremos por el uso de la ciencia, la tecnología y la innovación como motores del desarrollo sostenible. Tomaremos como punto de partida el acervo del Grupo en esta materia, y promoveremos una hoja de ruta común frente a los retos presentes y futuros.

En este espíritu, convocaremos a una Cumbre sobre ciencia, tecnología e innovación como premisa para el desarrollo y el enfrentamiento a futuras pandemias, a celebrarse en La Habana durante este año.

El desarrollo científico-técnico está hoy monopolizado por un club de países que acaparan la mayoría de las patentes, las tecnologías, los centros de investigación, y promueven, el drenaje de talentos de nuestros países.

El Sur tiene grandes potencialidades en materia de ciencia, tecnología e innovación. Debemos unirnos, complementarnos, alinear nuestras capacidades nacionales para no quedar relegados ante futuras pandemias. La cita en La Habana busca precisamente ese objetivo: construir sobre la base de nuestro rico caudal de experiencias en esta esfera.

En materia climática, trabajaremos por afianzar una posición sólida del Grupo de cara a la COP 28. Defenderemos el logro de resultados sustantivos en los temas de especial interés del Grupo, en particular los relacionados con el fondo para pérdidas y daños, las finanzas climáticas y la adaptación.

La deuda externa, cuyo monto principal ha sido pagado ya varias veces, se ha convertido en uno de los principales obstáculos para el desarrollo de nuestros pueblos y ha devenido en un poderoso instrumento para perpetuar el saqueo financiero y la dependencia económica de los países del Sur.

En este sentido, abogaremos por enfoques novedosos para abordar la arquitectura de la deuda, que brinden margen fiscal a nuestras naciones para invertir en la recuperación post-pandemia, la acción climática y los ODS, y contribuyan a evitar futuras crisis de endeudamiento.

Insistiremos en la reestructuración integral del sistema de gobernanza financiera internacional, en manos de unas pocas instituciones que lucran con las reservas del Sur, perpetúan el subdesarrollo y aplican recetas coyunturales con el propósito de reproducir su esquema de colonialismo moderno.

Reforzaremos también la coordinación entre los capítulos del G77 de otras sedes multilaterales para identificar prioridades de trabajo de cara a los múltiples procesos de negociación en 2023.

Pondremos todo nuestro empeño para garantizar el éxito de la III Cumbre Sur, cuya Declaración y Programa de Acción esperamos fortalezcan el acervo histórico del Grupo y sienten pautas para nuestro accionar en estos tiempos de enormes desafíos.

Excelencias:

El momento actual no admite titubeos ni divisiones. Son tiempos de actuar unidos en defensa de nuestros preteridos reclamos.

La Declaración Conjunta en 1964, identificó el lugar cimero de la unidad frente a los problemas básicos del desarrollo. Esa unión ha sido el pilar fundamental de las conquistas del Sur en las últimas seis décadas.

En el umbral de nuestro 60 aniversario, abracemos los principios fundacionales que dieron vida a esta agrupación heterogénea y representativa de naciones. Trabajemos para que, al concluir este año, seamos más fuertes y unidos.

Para Cuba, ello será la mejor expresión del deber cumplido. Para el Grupo, representará un paso invaluable en el camino hacia la consecución de nuestras aspiraciones como naciones en desarrollo.
