STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA DELIVERED BY AMBASSADOR DUNCAN LAKI MUHUMUZA, DEPUTY PERMANENT REPRESENTATIVE OF THE REPUBLIC OF UGANDA TO THE UNITED NATIONS, AT THE FOURTH INFORMAL MEETING ON THE REVIEW PROCESS OF THE RESOLUTIONS ON ECOSOC AND HLPF (New York, 2 May 2024)

Distinguished Co-facilitators, Excellencies,
Distinguished delegates,

I have the honor to deliver this statement on behalf of the Group of 77 and China.

The G77 and China expresses its appreciations to the Co- facilitators for your work in preparing the revised zero draft to guide the intergovernmental process to review the arrangements contained in General Assembly resolutions 75/290 A and 75/290/B and their annexes on strengthening the Economic and Social Council and the High-Level Forum on Sustainable Development. The Group is of the view that this revised zero draft presents a good basis for further discussions as it has taken on board the group positions expressed in the last three informal meetings and in its letters to the Co-facilitators, which is to be the basis for our discussions on review of the General Assembly resolutions 75/290 A and 75/290/B and their annexes.

In this connection, the Group would like to highlight its position on the review process as follows:

1) The Group maintains its strong position that the 2024 review process should be limited to a technical update considering that the review undertaken in 2021 was substantive and more time is required to fully implement the provisions contained in resolutions 75/290 A and 75/290 B. Therefore, the G77 and China supports those updates reflected in this revised zero draft that are of technical nature. The Group will express its positions while going through the entire text of this revised zero draft.

2) The Group supports the revised zero draft that is based on resolutions 75/290 A and 75/290 B, while expressing its deep concerns over the inclusion of substantive new elements.

3) The Group takes note of the proposed themes of the reminder of the cycle of the High-level Political Forum for 2025-2027 and will engage to ensure that the themes support accelerating the implementation of the 2030 Agenda for Sustainable Development by strengthening the provision of the means of implementation to developing countries in their national efforts to achieve the Sustainable Development Goals.

4) The Group supports the sets of the Sustainable Development Goals to be reviewed in-depth for 2025, 2026 and 2027 as proposed by the Co-facilitators.

Finally, the Group remains committed to engage in a transparent and inclusive review process to achieve a consensual outcome. The Group once again urges the Co- facilitators to take into account several intergovernmental processes currently ongoing at the UN as you plan for the subsequent consultations. And before I conclude, I would like to introduce to you the coordinators of the Group for this process, Ms. Marguerite St. John-Sebastian from the Permanent Mission of Samoa, and Mr. Frank Téllez Alonso from the Permanent Mission of Cuba.
