STATEMENT ON BEHALF OF THE GROUP OF 77 AND CHINA DELIVERED BY THE DELEGATION OF URUGUAY ON "TRANSITIONING TO IMPLEMENTATION: HOW CAN COP31 DELIVER?" AT THE COPENHAGEN CLIMATE MINISTERIAL (Copenhagen, Denmark, 20 May 2026)

Presidencies, Ministers, and colleagues,

Uruguay delivers this statement on behalf of the G77 and China.

The G77 and China thank both Presidencies for convening this Ministerial at a critical moment in the climate calendar, ahead of SB64 and with COP31 in Türkiye on the horizon.

For the Group, the path to implementation runs precisely through means of implementation. Decisions adopted at COP30 on mitigation, finance, adaptation, just transition, and loss and damage, gender, carry significant political weight. But their credibility depends entirely on whether developing countries receive the support needed to translate them into action. That support is not yet available at the necessary scale or quality.

On finance, the legal obligations under Article 9.1 must be fulfilled. Fund replenishment remains a priority, particularly in a context where climate finance contributions have declined. Systemic barriers to accessing climate finance, including complexity, fragmentation, and unequal access capacities, must be addressed.

On adaptation, the Baku Adaptation Roadmap must move into implementation. NAP implementation requires support that is predictable and accessible.

On just transition, the Just Transitions Mechanism must be operationalized to support developing countries as they pursue nationally determined pathways and ensure access to finance, technology transfer, and capacity-building. The JTWP must continue and be strengthened through this process.

On loss and damage, the bodies established under the WIM, SNAB, and FRLD must function according to their mandates. The report on the global state of loss and damage must be produced without delay.

On technology, the selection of the CTCN host and the implementation of the Belém Technology Implementation Programme are priorities that cannot be deferred.

The Group approaches COP31 committed to constructive engagement, grounded in equity, and CBDR-RC.

That is the only basis on which implementation can succeed.
